Potential security risks spur airport terminal controversy in Hyannis

Barnstable's building commissioner issued a temporary certificate of occupancy Friday for the new terminal at the Barnstable Municipal Airport, which means it could soon be open for business.

December 15, 2011HYANNIS — Barnstable Municipal Airport officials and their tenants are moving into the facility's new terminal, thanks in large part to concerns that the regional airport could be used to launch a terrorist attack.

But the plaintiffs in a lawsuit over traffic issues associated with the new terminal's construction are challenging the move in court, arguing that the security concerns are cover for an attempt to circumvent the ongoing legal case.

The TSA found the airport is in violation of a security directive because of an increase in the number of "access control points" at the facility, Barnstable Acting Town Manager Thomas Lynch said Wednesday. Access control points are doors or other barriers that are controlled electronically.

It's quite impressive inside. I have heard rumors of an open house in the future. Many years ago I went on a tour that included the Air Traffic Control Tower. I doubt that will happen post 9-11.

Barnstable airport seeks works of art for new terminal

January 07, 2012

HYANNIS — With their new passenger terminal open for business, Barnstable Municipal Airport officials are looking for artwork to fill the space.

Airport officials are calling for Cape Cod artists interested in displaying their work to submit their ideas, according to a statement issued by the airport. The art should be "works of originality and high quality that reflect the artistic and cultural legacy of Cape Cod, including the role of the region in aviation history," according to the statement.

Officials are seeking art in all media, including freestanding digital art and photography, Barnstable Municipal Airport Commission Vice Chairman Donald Megathlin said.

Works of art can be donated or loaned to the airport, but there is no money available to commission work for the terminal, he said.

Submission forms are available at www.town.barnstable.ma.us/airport or at www.artsfoundation.org. Forms are also available at the airport manager's office on the second floor of the new terminal or at the Arts Foundation of Cape Cod office at 3 Shootflying Hill Road in Centerville.

More information is available by emailing airportart@artsfoundation.org.

Airport plan doesn't fly with artists

Airport plan doesn't fly with artists

HYANNIS — Local artists are balking at plans to install donated or loaned works at the new Barnstable Municipal Airport terminal, arguing that art for art's sake doesn't pay the bills.

The dust-up is not only about the airport, according to artists and their supporters.

"It's about the bigger issue that artists are often asked to work for free," said Lauren Wolk, an artist and associate director of the Cultural Center of Cape Cod in South Yarmouth.

Airport officials last month requested applications from artists interested in displaying their work in the new 35,000-square-foot terminal. Currently the only artwork in the building is located in a small on-site gallery operated by a local painter.

A task force on art at the airport has been meeting for eight months, said Kevin Howard, the executive director of the Arts Foundation of Cape Cod, who helped organize the group.

The task force's goals were to provide the new terminal with a "sense of place," as called for by the Cape Cod Times editorial board, provide artists a place to display their work and highlight the local history of aviation, Howard said.

Airport and town officials were up front in saying the budget for constructing the new terminal did not include money for art, he said.

"The goal here certainly was not to do something that was going to alienate people in the arts community," he said.

Artists object to not having the option to sell work displayed at the airport and argue that airport officials should have set aside funding for commissioned pieces.

"I would like to think that the airport would, in essence, become a gallery," cultural center Executive Director Robert Nash said.

If there were a mechanism for artists to sell pieces displayed at the airport they wouldn't feel as if their work was being "commandeered," he said.

Nash, who was on the arts task force but said he missed the group's last meeting, said he didn't believe the decision to ask for donated or loaned artwork was malicious.

Airport art represents an opportunity

By KEVIN M. HOWARD (Kevin M. Howard is executive director of the Arts Foundation of Cape Cod.)
January 11, 2012

Last April, I was contacted by representatives of the Barnstable Municipal Airport to see if the Arts Foundation of Cape Cod could help them with a project in conjunction with the opening of the new terminal. The concept of creating a "sense of place," supported through a number of enhancements and focusing on our region's arts scene, seemed like an excellent opportunity to raise the awareness of the arts on Cape Cod.

I put together a task force of artists and directors of arts venues from all over the Cape to see how we might accomplish that mission and most benefit the arts community.

During the past eight months, the task force has done extensive research on other airport arts projects around the country from the SFO Museum at the San Francisco Airport to smaller regional airports like ours. Art in airports is a very prevalent trend nationally, and each airport has a unique approach, including policies and procedures.

Over the course of some months, a subcommittee was charged to review them and develop a list of best practices, which were reviewed and adopted for this use. Apart from the potential for some rotating visual arts displays, it was also a goal for the airport commissioners to have a visual celebration of the rich aviation history of the airport, and the task force also felt that there was an opportunity to inform visitors about the other many arts venues and activities that exist here.

Cape board narrows choices for airport artwork

April 12, 2012

HYANNIS — A panel of local artists and airport officials is making final selections for the first six-month display of art to be featured at Barnstable Municipal Airport's new terminal for the facility's scheduled May 18 dedication.

Up to 25 artists will be chosen to have their work displayed at the 35,000-square-foot terminal, according to Arts Foundation of Cape Cod Executive Director Kevin Howard, a member of the arts jury. The jury has received 115 submissions from local artists seeking to display work at the airport.

Beside Howard, the jury is made up of Cape Cod Museum of Art exhibitions curator Michael Giaquinto, artists Suzanne Packer-McGarr and Debbie Forman, Chatham architect John R. DaSilva, airport commission Vice Chairman Donald Megathlin and airport Manager Roland "Bud" Breault.

The exhibited artwork will be insured by the town of Barnstable and labeled with contact information so potential buyers can reach the artists, according to an arrangement announced earlier this year. New artwork will be rotated through the terminal every six months.

Airport entrance from rotary to close

By Patrick Cassidy
May 05, 2012

HYANNIS — The entrance to Barnstable Municipal Airport off the rotary will be closed for good on Wednesday, according to a press release from airport officials.

The exit from the airport property onto the rotary also will close temporarily during road construction in the area, according to the press release.

Work crews have begun widening shoulders on Route 132 to make way for a new median and curbs that will run from the rotary to just past Hinckley Road. The median is meant to prevent dangerous left turns onto and off of Route 132 in the area, according to airport officials.

The construction is the final stage of a $40 million project that included the new airport terminal and new air traffic control tower.

All of the work is expected to be complete by Memorial Day, airport officials said.

The artwork of 15 Cape Cod artists was on display Friday for the new Barnstable Municipal Airport dedication ceremonies. The artists were chosen from 115 submissions by a selection committee. Several artists were on hand for the event and were proud to pose in front of their work, which will be in the airport terminal for six months.
