WEBSTER — Even though the town has reduced the age to 14 at which people can get body art, Downtown Tattoos owner Jason Baillargeon said he doesn't “want to be tattooing little kids.”

With the Board of Health's 2-1 vote Monday, children ages 14 to 17 can get tattoos from licensed parlors if they have written consent from a parent or guardian, and the parent accompanies the child to the tattoo parlor.

The previous regulation set the age limit at 18.

Preventing kids from turning to unlicensed artists was the rationale. Unlicensed work can lead to contracting HIV, hepatitis and bacterial infections. There are also increased health risks associated with diabetes and hemophilia, said member Nancie Zecco, who voted yes with Michael A. Stelmach.

Board Chairman David J. Zalewski voted no, saying after the meeting that if he had a 14-year-old daughter and she came home with a tattoo, he'd “ground her for life.”

In Massachusetts, tattoo restrictions are set by local health boards. Auburn's regulation says, “No form of body art shall be performed on a child under the age of 6 years old.”

Webster Health Agent Cathleen M. Liberty said she talked to the owners of Downtown Tattoos and Steel & Ink Body Arts, which she called reputable establishments, about the seriousness of tattoos being inked “literally in kitchens.”

Children get tattooed by these “body-art wannabes,” and turn to reputable businessmen to fix mistakes, Ms. Liberty said.
